These are very good quality Victorian Sterling Silver Sugar Tongs by the collectable, Silversmiths, James and Josiah Williams of Exeter in 1860 

The tongs are a nice weight and they have a simplicity in appearance that is attractive. 

There is no engraving and the hallmarks are in excellent condition.
